On March 20, 2025, Rep. Sykes emphasized the constitutional limitations on presidential powers. She stated that "Further, the president does not have the power to dismantle a federal agency without the consent of congress. That’s not my opinion — it is the written word of the Constitution. President Trump can write and sign an Executive Order, but the constitution is catching up to him."
